Addressing Bias and Bigotry: Funding Opportunity

Overview

The University of California is dedicated to combating antisemitism, Islamophobia and other forms of bias, bigotry and discrimination. The UC Office of the President has announced the availability of one-time funds for programmatic investments in key areas. UC Davis will receive $700,000 and has submitted proposals for the use of these funds in two phases.

In Phase 1, UC Davis submitted $135,000 in funding requests focused on emergency mental health and trauma support. Activities submitted for funding focused on providing resources to increase access to trauma-informed and culturally competent counseling for students and employees, and on enhancing/customizing staff training in the areas of trauma-informed behavioral health services, mental health first-aid, and critical incident debriefing.  

In Phase 2, UC Davis submitted $565,000 in funding requests. Funding requests were submitted for all three funding categories: mental health and trauma support, educational programming, and training and professional development.

Funding Categories

  • Mental Health and Trauma Support

  • Objective: To provide emergency mental health and trauma support for students, faculty and staff.
    Examples: Culturally congruent support providers, restorative justice centers, peer support services.

  • Educational Programming

  • Objective: To develop educational initiatives focused on understanding and addressing bias and bigotry.
    Examples: Programs on antisemitism, Islamophobia, extremism and Middle East history.

  • Training and Professional Development

  • Objective: To equip UC leaders, staff and faculty with essential knowledge and skills.
    Examples: Training in freedom of expression, diversity, equity, inclusion and managing incidents.


Guidelines for Proposals

  • Funding Limit: Proposals should not exceed $100,000.
  • Eligibility: Open to administrative and academic units. Administrative unit proposals require leader approval (e.g., Vice Chancellor, Vice Provost, etc.). Faculty submissions do not require leader approval. External entities are not eligible.
  • Collaboration: Proposals that reflect collaboration among various campus groups (including student groups, faculty and staff), across multiple faculty, and across multiple units are strongly encouraged. Note: any proposal from a student or a RSO will need to be submitted through an administrative unit (e.g. Student Affairs, DEI, etc.), through a faculty member, or through an academic department. Students and RSOs cannot apply for funding on their own.
  • External Partners: Community groups may be included as service providers, adhering to university procurement policies.
  • Funding Terms: One-time funds, to be spent by June 30, 2025.
  • Submission Requirements: Separate submissions for distinct program proposals. Do not propose funding for existing employee salaries or new permanent employees.

Post-Submission Process

  • Public Review and Feedback: Proposals were posted for public review and comment from February 8 through February 23.
  • Evaluation and Final Decision: After the public comment period, the proposals and community feedback were reviewed by a committee of representatives from various sectors of the university. 
  • Recommendations: The committee made final recommendations to the Chancellor, who decided on the proposals that were submitted to UCOP for funding consideration on March 1, 2024.
