Approval process for Miscellaneous Fees

Miscellaneous Student Fees proposals, revisions, and renewals for 2026-27 implementation are due to BIA on Friday, January 16, 2026. Proposals will be reviewed by the campuswide CMSF and Miscellaneous Fees Committee and approved by the Chancellor. 

New miscellaneous fees may be implemented only in fall quarters. For Fall 2026 implementation, the review process will take place in the 2025-26 academic year. If you plan on submitting a proposal during this year’s review process, please notify BIA to coordinate the approval process with your unit and the BIA analyst.

2027-28: $447 Annual amount to be charged quarterly ($149) or semester ($223.50), excluding summer term.

Late Payment Fee $45 each late payment

New Student Orientation Fee

 

2025-26: $470 Fall, $180 Winter or Spring

2026-27: $484 Fall, $186 Winter or Spring

Study Abroad Administrative Fee$1,238 per program, effective fall 2023 and to increase the fee by 3% annually through 2027-28.
UC Education Abroad Program (UCEAP) Administrative Fee2025-26 thru 2029-30: $150 per program
UC Sacramento Center Program Fee$167 each quarter
Summer Start Program FeeSummer 2023 thru Summer 2027: $1,175 per program

[1] Graduate students in the following professional degree programs are excluded and are instead charged on a pay-per-service basis: MD, JD, DVM, MBA, MPAc, MoM and MSBA.


Miscellaneous Fees Policy

Under DA 2559 Chancellors are authorized to establish and set fee levels for miscellaneous student fees. Examples include the Document Fee, International Student Administrative Fee, and Orientation Fee. Prior to requesting a new fee or a fee increase, units should carefully evaluate the impact on students, taking into consideration factors such as whether the fee will exceed comparable costs elsewhere or will inhibit access to services.


Proposal Template

Preparing the proposal. Units will work closely with their BIA analyst to prepare the proposal using the Miscellaneous Fees Template. The template is an Excel worksheet that includes cost analysis, justification, historical and personnel cost information. 


Submission Process

Proposals must be approved by the Dean or Vice Chancellor of the charging unit. The approval letter from the Dean and Vice Chancellor and the proposal are submitted to BIA for review by the CMSF and Miscellaneous Fees Committee. Please submit proposals to Teresa Strausser.


Fee Approval Types

  • New - Establishing a new fee.
  • Renewal - Fees are generally approved for a five-year period and will expire unless the unit requests a renewal. A renewal is a continuation of a previously approved fee, with no changes to the fee amount.
  • Revised - Change in current approved fee amount.

Review, notification and accountability

The CMSF and Miscellaneous Fees Committee will review proposals, make recommendations to the Chancellor, and notify the unit of the Chancellor's decision. If approved, BIA will notify the University Registrar of fees for the purpose of fee assessment, and the unit will be responsible for notifying users.

The unit must account for fees and related expenses in a manner that will ensure that the fee income is used only for the purposes as approved by the Chancellor. Review of annual revenues and expenses must be performed at least every two years to determine any necessary rate adjustments.


Refund Policy

Miscellaneous Fees will be charged to users based on the parameters in the fee proposal that is approved. Units must establish a refund policy.
