Staff Employee Relations Codes

Code Definition Use
A Manager - Not Confidential Any employee having significant responsibility for formulating or administering policies and programs. This code is primarily intended for managerial employees.
C Supervisor - Not Confidential Any employee who supervises more than one subordinate and exercises independent decision-making in at least three of the following six supervisory functions:
  • Hiring
  • Performance Evaluation
  • Work Assignment
  • Merit Increase, Promotion, Reclassification
  • Discipline and Discharge
  • Complaint and Grievance Resolution
Use of this designation requires prior approval by Human Resources.
D Supervisor - Confidential Any employee who supervises more than one subordinate and exercises independent decision-making as described for Code C, and who is also required to develop or present management positions for collective bargaining, or whose duties normally require access to information which contributes significantly to the development of such management positions. Use of this designation requires prior approval by Human Resources.
E All Others - Not Confidential Any employee who is not a manager, a supervisor, nor a confidential employee. This designation is intended for the majority of employees, and is commonly called the "rank and file." An employee with an Employee Relations Code of E and in a title represented by an exclusive bargaining agent is covered by the terms of the collective bargaining agreement between the agent and the University.
F All Others - Confidential Any employee who is not a manager or supervisor but who is required to develop or present management positions for collective bargaining, or whose duties normally require access to information which contributes significantly to the development of such management positions. Use of this designation requires prior approval by Human Resources.
G Not Covered by HEERA (out of State) Any employee whose work site is outside the state of California and is therefore not subject to the conditions of the Higher Education Employee Relations Act.

Academic Employee Relations Codes

Use of the Employee Relations Codes for Academic Appointees
The Employee Relations Code is derived for the majority of academic appointments. Departments should leave the field blank. For these individuals, the field will be derived with a value of "E" (All Others - Not Confidential). However, there are some instances where an individual academic appointee's existing code needs to be changed. The following charte should be used for these exceptional situations.

Code Definition Use
A Manager - Not Confidential An academic employee who adds one of the following administrative positions:
  • Dean (Executive Program)
  • Acting Dean
  • Associate and Assistant Dean (also Acting)
  • Director of Organized Research Unit (also Acting)
  • Assistant University Librarian
  • Chair (including Acting) - College of Medicine only
Not all administrative appointments necessitate a change in Employee Relations Code. For any of the above, enter an Employee Relations Code of "A" at the time the qualifying appointment is approved.
C Supervisor - Not Confidential A member of the Librarian Unit (Unit 17) or Non-Senate Instructional Unit (Unit 18) who is assigned responsibilities to supervise other individuals who are also in the unit.

Use of this designation requires prior approval from Labor Relations.
H Student covered by HEERA A student in an academic title that is covered by Higher Education Employee Relations Act. (Example: 2850 Reader. See Grad Studies PPS Coding Guide for more information.)
I Student not covered by HEERA A student in an academic title that is not covered by Higher Education Employee Relations Act. (Example: 3282 Graduate Student Researcher. See Grad Studies PPS Coding Guide for more information.)
