Effort Reporting System (ERS) Status
The final effort certification cycle in ERS was Oct. 2018—Sept. 2019. The system will be taken offline in Feb. 2020. All effort reports, certified or not, in accordance with our retention policy (see UC Records Retention Schedule), will be converted to PDF and stored on our campus servers in their final state so they can be provided to auditors or sponsors upon request.
Changes Introduced in Uniform Guidance (UG) §200.430
The A-21 (J.10) language requiring completion of annual effort reports of salaries and benefits charged to federally funded projects to be expressed as a percentage of each employee's time, have been removed from the Uniform Guidance (UG) §200.430. However, the UG still requires an after-the-fact review of salaries and benefits charges on federally funded projects.
Compensation Review Process and Report Development
The Contracts and Grants Accounting team is developing a plan to collect stakeholder input through focus groups, interviews, and/or surveys. PIs, campus research administrators and managers, and campus auditors will be invited to participate.
The planned launch of a new annual review process is Fall 2020. The new report is tentatively titled “PI Annual Project Review (PAPR, pronounced “paper”). Status updates will be posted on this site and periodic communications will be sent to stakeholders.
